Preheat oven to 350°F. In a medium skillet, sauté meat and vegetables together. Cook until vegetables are soft and meat is no longer pink, about 10 minutes. Salt and pepper to taste; drain and set aside. In a small bowl, combine biscuit mix and water or milk; mix with a fork until well blended. Lightly grease a 2-quart casserole dish. Pour dough into dish; spread evenly to cover. Spread 1 cup of spaghetti sauce over dough. Top with vegetable/meat mixture and cheese. Bake 30 minutes, or until dough has set and top is nicely browned. Allow to sit for 10 minutes before slicing. Top each slice with a spoonful or two of remaining spaghetti sauce.
